Duties & Responsibilities:
Apply facilitation and leadership skills to obtain end-user participation in and support for related purchasing projects. Demonstrate expertise and confidence required to work with others to achieve optimal outcomes for the university.
Utilize emerging and non-traditional business practices and technologies, collaborate with external collaborative buying organizations to maximize opportunities, increase capacity and capabilities, reduce project cycle time, and produce greater Return-on-Investment.
Drive development of supplier agreements utilizing internal and external resources. Develop effective measurements of success. Communicate and drive rapid adoption and utilization of new agreements.
Manage strategic supplier performance, develop and implement supplier performance and quality management programs. Ensure continuous process improvement and innovation to further enhance the buyer-seller relationship.
Analyze and research commodities spend using appropriate business metrics and modify commodity strategies to maintain flexibility in responding to new opportunities or changing university business needs. Develop strategic sourcing strategies that meet the needs of the customers, leverages spend, and produce best-in-class supplier contracts.
Facilitate all formal activities related to competitive bidding events; proactively promote the adoption and utilization of online competitive bidding technology for projects as deemed appropriate.
Identify potential strategic suppliers in all major product categories and lead initiatives to negotiate formal contracts. These formal contracts need to contain general terms and conditions as well as specific terms to ensure competitive pricing down stream. Facilitate advisory teams to prioritize opportunities and to assist in the selection of strategic suppliers.
Participate in economic inclusion and diversity supplier development initiatives. Promote the recruitment of suppliers, with emphasis on diversity and local community based suppliers, for possible inclusion in the eprocurement tool
Utilize Oracle reports and SciQuest content administration tools to conduct commodity related purchase spend analysis; prepare supporting spreadsheets, comparisons, recommendations and justifications for future contracting and marketplace supplier enablement initiatives, gather level 3 data for spend cube development .
Work with Contract Mangers and stakeholder groups, resources, and forums across the University community to effectively communicate all contractual requirements and procurement procedures to university faculty, staff and external suppliers as required.
Work collaboratively with the management team to market commodity related key accomplishments, review commodity related content on the department web site and recommend changes/updates as required to ensure accuracy of data.
Maintain relationships with management, department, and University personnel of all levels, the Office of Sponsored Programs, the Vice President of Finance office, state and federal government agencies, government contracting officers, other educational institutions, and outside sources of supply.
*At minimum of seven to ten years of relevant procurement experience in facilities management and physical plant oversight in a higher education, government or corporate environment is required.
*Extensive and demonstrated professional knowledge and proven experience in supply chain management practices.
*Advanced negotiations experience. Strong negotiation skills and strategies required
*Proficient in the Microsoft suite of productivity applications such as Word, Excel, PowerPoint, Project, Outlook and Visio.
* Excellence in written and oral communications and strong interpersonal skills required.
*Must be detailed oriented with strong organizational skills and have the ability to manage multiple tasks simultaneously.
Additional Qualifications:
Law degree or Masters degree, and professional certification is preferred.
Preferred professional knowledge and experience in principles, practices and trends of procurement policies, applicable laws and competitive solicitation practices.

Position Overview :
Reporting to the Director of Procurement, the Strategic Sourcing Manager is responsible for implementing best-in-class strategic supplier relationships and agreements that leverage annual purchase volume and rationalizes the approved supplier base to an optimal level. Ensure that formal product and service agreements provide tangible benefits and value to the institution. Work directly with senior leadership and the purchasing community to ensure compatibility across all department initiatives and business objectives. Promote a positive work environment, spirit of cooperation and support for coworkers, and professionalism within the organization and when interacting with internal customers, external suppliers and business partners. Exercise resource stewardship to ensure compliance with all related financial policies and procedures.
