Excellent communication skills are required. Previous demonstrated experience in team building, creativity, flexibility, collaboration, organization assessment, decision-making, staff development, systems expertise and pro-active problem solving is required. Knowledge of UW-Madison policies and procedures, and significant experience in programs administration is highly desirable.
Principal duties:
The Wisconsin National Primate Research Center (WNPRC) is one of eight federally supported (NIH-NCRR) National Primate Research Centers in the country and the only one in the Midwest. The Primate Center is based in the Graduate School of the University of Wisconsin-Madison. The Center has strong research and teaching links to various UW Schools and Colleges of Medicine, Letters and Science, Agriculture and Life Sciences, and Veterinary Medicine. The WNPRC is multidisciplinary in scope and provides outstanding resources for UW and NIH-funded researchers interested in using a non-human primate model to conduct investigations related to Healthy People 2010, which delineates the research priorities for federally funded biomedical research. The funding portfolio includes more than $100 million from state, federal and private funding sources. The WNPRC employs a staff of approximately 220 people. The base operating grant funds the infrastructure and services, which are provided to NIH-funded investigators and others on a charge-back basis. The broader WRPRC research program has three major research foci: aging and metabolism disease, reproduction and regenerative medicine, and immunology and virology development. The Center is AAALAC accredited and its policies adhere to the U.S. Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training. The objective of the Assistant Director is to deliver proactive leadership and outstanding service to ensure WNPRC’s mission attainment. The Assistant Director will provide administrative leadership, along with the Associate Director, and WNPRC Director in the development of mechanisms for fostering scientific collaborations and interdisciplinary interactions at the Center. The Assistant Director will also need to provide the necessary customer service and assistance to support the Center’s infrastructure and the independently funded research projects of WNPRC principal investigators. The Assistant Director will provide direct day-to-day support and leadership for the financial, purchasing, human resources, payroll and benefits, and grants management personnel for the WNPRC. This includes seeking to improve internal processes and to disseminate the Centers Policies and Procedures. The Assistant Director will be expected to plan, direct, supervise and coordinate work activities of subordinates and staff related to employment, compensation and employee relations. The Assistant Director reports to the Associate Director and will be the focal contact with the Graduate School Assistant Deans and staff for accounting, human resources, research administration, and with the Research Sponsored Programs office for grants administration. The position will also coordinate closely with UW Business Services and Purchasing. The incumbent will provide feedback and input to the Centers Senior Management Team (SMT) and will be an active member of the SMT in the Associate Director’s absence. The Assistant Director will also have decision authority for Operational Services activities, provide leadership to the Operational Services Division, and oversee all Division units with unit heads reporting to the Assistant Director during these times. The position will provide input in the development of strategic and long-range planning of the Center. The Assistant Director will work in partnership with the Human Resources Unit with the development of creative solutions to human resource problems that confront the Center. The incumbent will be expected to work with the Human Resources Manager and staff to ensure the Center’s Human Resources goals and objectives are met. There will also be an on-going need to review current processes and procedures and evaluate them to determine best practices. The Assistant Director will be responsible for cradle to grave grants management. Provide oversight of grants and finance management from pre-proposal to award close-out activities ensuring a seamless transition and ensuring all human resource issues are accounted for. Develop internal procedures to actively manage the grant process and proactively oversee the grants. Work with the grants personnel and campus units to resolve pre-award issues involving cost sharing, fringe benefits, subcontracting, and facilities and administrative costs. Actively oversee post-award processes, and institute training protocols to ensure the active, ongoing management of grants. Implement procedures to ensure that award closeouts occur within sponsor deadline. Oversee the effort certification process for the Center. Provide the Associate Director and SMT monthly budget and income reports. Prepare annual unit budgets and provide appropriate input for annual NIH reporting requirements. Ensure billing, charge-backs, and Pro-card requirements are accomplished in a timely manner. Coordinate with appropriate campus, state, and federal agencies and internal and external customers to resolve unit related issues. The Assistant Director will also provide oversight to the Center purchasing associates ensuring timely resolution of purchasing and stockroom issues. Develop internal processes and policies that enable a just-in-time (JIT) delivery of necessary supplies and materials to the various Center facilities.
